The armor tag should be used when the subjects are wearing any sort of hard, protective covering, especially for protection against weapons.

This can be metal, wood, leather, or any other hard material which is worn in addition to or covering regular clothing.

This shouldn't be used to describe soft-material or spandex style "battle suits", "barrier jackets", or other magical girl style uniforms and costumes.
